Gugurnya Kelopak Itu.....

Tunas itu mula bercambah,
Sekian lama tertanam di pelosok gentian,
Menjalar robek sinar mentari,
Walau halangan datang menerpa.


Tunas itu mula berkembang,
Kembangnya sekuntum mawar,
si puteri bangkit beradu,
Walau saingan menyerang tiba.


Si mawar mula mewangi,
Semerbak harum menusuk kalbu,
Ayuan merah kelopak menawan,
Lambaian hijau daunan menenang.


Lembut tubuh bersalut duri,
Membangkit cemburu iri sang flora,
Menzahir gerun takut sang fauna,
Hanya si kumbang gagah tiada gentar.


Ibu dikaulah mawar itu,
Yang kupujai tiap waktu,
Yang kurindui wajahmu,
Yang kukagumi ketabahanmu.


Cekal hati mendidik daku,
Sabar murni melayan kerenah anakmu,
Tiada kedengaran sepatah keluhan,
Tiada kelihatan setitip kemarahan.

Kini mawar itu kian layu,
Perlahan dimamah arus usia,
Gugur sudah si ayu kelopaknya,

National ICT Overview

Malaysia transformation into a knowledge society is driven by the prime ministers objectives for the country. The Multimedia Super Corridor is the key project to bring about change in the country.


THE MULTIMEDIA SUPER CORRIDOR

The Multimedia Super Corridor (MSC) is Malaysia’s most exciting initiative for the global information and communication technology (ICT) industry.
Conceptualized in 1996, the MSC has since grown into a thriving dynamic ICT hub, hosting more than 900 multinationals, foreign-owned and home-grown Malaysian companies focused on multimedia and communications products, solutions, services and; research and development.
With this unique corridor, Malaysia continues to attract leading ICT organizations to locate their company in the MSC to conduct research, develop new products and technologies and export from this base. The MSC is also an ideal growth environment for Malaysian small and medium enterprises to transform themselves into world-class companies. Furthermore, the MSC welcomes foreign countries to use their highly advanced infrastructure and facilities as a global test bed for ICT applications and a hub for their regional operations in Asia.


MSC Malaysia Status

MSC Malaysia status is the recognition by the Malaysian Government through MDeC for companies that participate and undertake its ICT activities in MSC Malaysia. MSC Malaysia-status companies enjoy a set of incentives and benefits from the Malaysian Government backed by the ten Bill of Guarantees.

MSC Malaysia status is awarded to both local and foreign companies that develop or use multimedia technologies to produce or enhance their products and services and for process development. Applicant companies must meet the qualifying criteria and successful companies must observe the conditions attached to MSC Malaysia status recognition.

To qualify for MSC Malaysia status, applicants must meet the following criteria :

1. Be a provider or heavy user of multimedia products and services.
2. Employ a substantial number of knowledge workers.
3. Provide technology transfer and/or contribute towards the development of MSC Malaysia or support Malaysia's k-economy initiatives.
4. Establish a separate legal entity for MSC Malaysia qualifying multimedia business and activities.
5. Locate in a MSC Malaysia designated cybercities.
6. Comply with environmental guidelines.

Non-qualifying activities refer to activities that involve :

1. Manufacturing - Activity referring to the production of goods in large quantities, usually undertaken in a factory environment.
2. Trading - Activity of buying and selling especially off-the-shelf hardware and software.
3. Consultancy - Activity that is primarily providing professional advice and not tied to any new multimedia application developed in-house by the applicant.


MSC Vision

The MSC is a dedicated 15 x 50 km corridor, stretching from the Petronas Twin Towers in the north to the Kuala Lumpur International Airport in the south. It encompasses Cyberjaya (the Technology Core) and Putrajaya (the new administrative capital of Malaysia). Implementation of the MSC is divided into three phases from 1996-2020.

In Phase 1 (1996-2003), the MSC was successfully created. Every milestone set for Phase 1 were surpassed. In Phase 2, a web of similar corridors will be established in Malaysia, and a global framework of cyberlaws will be passed; furthermore at least four of five intelligent cities will be linked to other global cities worldwide. In Phase 3, Malaysia will evolve into one Multimedia Super Corridor. An International Cybercourt of Justice will be established in the MSC and 12 intelligent cities will be linked to the global information highway.


ICT Diffusion

In 2003, Malaysia ranked 26th in the world in network readiness—above several more developed nations. The creation of the Multimedia Super Corridor (MSC), the establishment of industry regulators, research in ICT access, and the application of ICT to transform Malaysia into a knowledge-based society has led to the diffusion of technology.

Malaysia is strong in the pervasiveness, geographical dispersion and organizational setting for ICT. Its weaknesses are in the absorption, connectivity infrastructure and sophistication of use.

All sectors of the Malaysian economy creating value and wealth through successful participation in the emerging knowledge-driven global economy.

- E-Public Services

The public, private and community sectors providing people-oriented, customer-focused services electronically.

- E-Community

Networks of communities dynamically participating in the process of governance to enhance the quality of life of Malaysians.

- E-Learning

Formal and informal networks providing the opportunity and cultivating an ethos of life-long learning for individual, organizational institutional and societal advancement.

- E-Sovereignty

Citizens and institutions focused on enhancing national identity, integrity and societal stability in the face of borderless challenges to our sovereignty.

To further the diffusion of ICT, Malaysia has developed a universal service plan with the following primary objectives :

Objective 1
All communities in Malaysia should have reasonable collective access to basic telephony services. Reasonable collective access to basic telephony services may be achieved by ensuring that each community has reasonable access to a public payphone at which a basic telephony service is available.

Objective 2
All communities in Malaysia should have reasonable collective access to Internet services. Reasonable collective access to Internet services may be achieved by ensuring that community centers (such as libraries and schools) receive (upon request within a reasonable time frame) a telephone connection with a minimum data channel of 128 kbps.

There are several compelling factors for investors and ICT entrepreneurs to conduct their business in the MSC. Among them are :

Top MSC Initiatives and Flagship Applications

Many innovative flagship applications have been developed in the MSC top accelerate its growth. They are focused on the development of Smart Schools, Telehealth, Smart Card technology, Electronic Government and Technopreneur Development by engaging the participation of global producers, the creative multimedia cluster of the MSC is was created. The multimedia cluster aims to catalyze the development of creative content. Furthermore, Cyberjaya is finding its niche as a regional outsourcing and shared services haven for international companies.

* Electronic Government

The Electronic Government initiative was launched to "lead the country into the Information Age". It aims to improve both how the government operates internally as well as how it delivers services to the people of Malaysia. It seeks to improve the convenience, accessibility and quality of interactions with citizens and businesses; simultaneously, it should improve information flows and processes within government to improve the speed and quality of policy development, coordination and enforcement.

The seven pilot projects of the Electronic Government Flagship Application are as follows :

- Project Monitoring System (SPP II)
- Human Resource Management Information System (HRMIS)
- Generic Office Environment (GOE)
- Electronic Procurement (EP)
- Electronic Services (E-Services)
- Electronic Labour Exchange (ELX)
- E-Syariah


* Multipurpose Card

The National Multipurpose Card seeks to develop a single and common platform for a Multipurpose Card (MPC) that will enable the government and private application providers to implement smart card solutions without duplications of effort and investment. Initially, the MPC is implemented through the GMPC and PMPC projects. As a result, MyKad and Bankcard are the products developed for the GMPC and PMPC initiatives.

The objectives of the MPC Flagship Application are:

1. To provide the government and payment application, and other future applications on a single 2. MPC platform
3. To provide enhanced services to customers
4. To enhance security and convenience of existing and new applications delivered on the MPC platform.

MyKad was developed by the National Registration Department (JPN) and private ICT developers that create a common platform for smart card solutions. The card is embedded with a security enhanced 64K microprocessor chip that is multifunctional across varying systems. MyKad applications are :

- National ID
- Driving License
- Passport Information
- Health Information
- Touch 'N Go
- MEPS Cash
- ATM
- Public Key Infrastructure


* Smart School

The Malaysian Smart School Flagship was premised on the strong belief that information and communication technology is a key enabler to imparting the learning desire to all. This has come under criticism by the Opposition leader Lim Kit Siang, who has drawn attention to the number of national schools that still lack a reliable electricity supply. It was implemented on a Pilot basis between 1999 and 2002.

Malaysian Government introduced various initiatives to facilitate a wider adoption of ICT to boost capabilities in every field including education. The history of the Smart School Project is rooted in the two-pronged objectives of the flagship, which are :

> To jumpstart the MSC Malaysia towards
> Building a knowledge-based economy
> Contributing to the growth of the ICT industry
> Creating a pool of talent resulting in high-value job creation
> To prepare the citizens for the information age through an innovative education delivery process


* Telehealth

The Telehealth initiative aims to keep people in the ‘wellness’ paradigm, through the seamless availability of health information and virtual health services thus transforming the way healthcare services are delivered and accessed. Definition of Telehealth is a multimedia network linking all players to provide products and services in health care.

The four Telehealth Flagship Application pilot projects are :

@ Teleconsultation (TC)
@ Mass Customised / Personalised Health Information and Education (MCPHIE)
@ Lifetime Health Plan (LHP)
@ Continuing Medical Education (CME)


* Technopreneur Development

Since 1996, one of the MSC Malaysia's key strategic thrusts has been the development of Malaysian ICT Small and Medium Enterprises (SMEs). Its approach has been to catalyze a highly competitive cluster of Malaysian ICT / Multimedia and other strategic high technology companies which can become world-class over time. The SMEs are seen as substantial contributors to economic growth as they create new wealth and job opportunities in the knowledge-based economy.

In recognising the need to further enhance the MSC Malaysia’s efforts to develop Malaysian SMEs in strategic high technology industries, such as ICT, Multimedia, Biotechnology and other life science industries, the Government launched the Technopreneur Development Flagship (TDF) in November 2001. The lead agency driving the Flagship is the Ministry of Energy, Communications and Multimedia with Multimedia Development Corporation acting as the implementing agency for the Flagship.

The core objectives of the Flagship are :

1. To spawn and nurture a critical mass of strategic high technology industries such as ICT Multimedia, Biotechnology and other life science start-ups
2. To facilitate the growth of existing ICT SMEs into world-class companies


Multimedia Development Corporation

Mandated to oversee the development of the MSC is the Multimedia Development Corporation (MDC) based in Cyberjaya. Initially a Government-owned corporation but now incorporated under the Companies Act, MDC facilitates applications by multinational and local companies to re-locate to the MSC. It globally markets the MSC, shapes MSC-specific laws, policies and practices by advising Malaysian Government and standardises MSC’s information infrastructure and urban development.


Malaysian Privacy Issues

The increasing use of ICT has also raised the issue of security and privacy. Incidence of hacking, "virus" attacks and misuse of information, are not only commonplace but also on the rise. Malaysia is in the midst of formulating a national ICT security policy and developing systems and standards for nationwide compliance. However, due to it’s cross border implications, Malaysia cannot do this alone. It is therefore imperative for create forums such as the WTDC (World Telecommunications Development Conference) to formulate guidelines and frameworks, to assist member countries to deal with the security and privacy issues.



The investment level of Malaysian business and foreign investment in the MSC would denote a success of Malaysia national ICT policy. However, the Vision 2020 goal is to transform Malaysia into a developed nation. Despite early success involving increased commerce, and e-government transactions, only time will tell if the MSC is successful. The following long-term metrics should be considered :

2. Development and enforcement of intellectual property laws
3. Incubators of technologies
4. Transfer of technology
5. Niche market development
